Stahl Brenn Group, LLC — a United States–backed energy investor — has signed a Memorandum of Understanding with ARC Megawide Devt Co. Ltd. to co-develop what could become Asia's largest independent petroleum tank storage facility on reclaimed coastal land in Cavite City.
The proposed 2-million metric ton hub anchors the Sangley Energy Integrated Terminal component of Sangley Westbay City, structured as a 99-year leasehold delivered across three renewable 33-year periods.
The MOU covers site planning, reclamation engineering, environmental due diligence, and phased offtake commitments with prospective regional energy majors. Detailed feasibility and permitting workstreams will run in parallel with Phase 1 site preparation.
